- Officers of the Philadelphia's 13th Precinct keep the peace and investigate crimes between paranormal beings and humans in a large neighborhood known as District 13.
- Chimera, a bio-terrorist group, was developing a bioweapon known as the Encephalic Plague. The group has three "heads" much like the creature from which it is named. Chimera is led by General Marcellus Wyatt, head of a private military contractor known as Virtus International, and Dr. Joseph Eriksson, CEO of the pharmaceutical corporation BioTech. The third head was Monica Haggarty, a Navy Medic kidnapped and brainwashed during the Bosnia-Herzegovina intervention in 1995. Monica was eventually rescued by government agents, and joined a secret organization known as "The Agency", with the task of stopping Chimera from carrying out its plan. Nine candidates were selected all around the country with the intention of recruiting each of them to The Agency. Monica and her partner, Agent Victoria Malatesta, were in charge of the candidates. Through manipulation, all nine candidates ended up working for the same police department in Miami, Florida. It was revealed that Victoria was working for Chimera all along and implanted their own spy into the department, a top rate assassin named Collen Thomas, who replaced Monica as the third head of Chimera. For years Monica and Thomas played a game of chess with the nine candidates as chess pieces, even later relocating them to Wildwood, New Jersey, the location of Chimera's headquarters. By 2013 only two candidates had survived, Alex Belle and Harry Glasses. Together with Belle's former mentor, John DeAngelis, they managed to stop Chimera's plan and destroy the entire operation.
