LONDON -- The British movie industry on Monday was mulling the likely impact of a cultural mandate set by the European Commission that determines if movies qualify for credits under the new U.K. tax credit system for filmmakers.
The EC's approval late last week of Britain's new tax credit system for filmmakers came with rigorous qualifying cultural tests for producers (HR 11/23). But as details of the EC demands filtered through to producers, lawyers and financiers alike in the U.K. Monday, the industry gave a cautious welcome to the EC decision.
U.K. government film minister Shaun Woodward hailed the EC decision as "good news for the U.K. film industry." PACT director of film Tim Willis added: "It's a relief for everyone that the tax relief can now become a reality."
"The government has put the legislation in place and is likely to simply tweak the cultural test to ensure it complies with the EC's wishes," one high-profile indie producer said.

LONDON -- Producers Alliance for Cinema and Television, the British independent producers lobbying body, on Thursday appointed Tim Willis as its director of film. Willis replaces Ronnie Planalp, who in February announced her decision to leave to return to her native New York. Most recently a media consultant, Willis arrives at PACT after a long career in corporate finance and consultancy. He will have overall responsibility for devising and implementing the organization's film strategy and will work closely with its executive team, the film policy group and vice chair of film Margaret Matheson. "Yet again, PACT demonstrates its commitment to the British film industry by employing an individual who has the necessary skills, knowledge and aptitude to make a difference for British independent film producers and contribute to the legitimate debate about a sustainable British film industry," said PACT chief executive John McVay. Added Willis: "It is a great opportunity to be joining PACT at such an exciting and challenging time in the evolution of the U.K. film industry. I am looking forward to continuing Ronnie's efforts and to working with all at PACT to support the commercial interests of the U.K. film sector and our members."...
