The plot contains the events involved in the passing of an especially contentious piece of legislation in a proposed Act of Parliament (a Bill). At the end of the play the Bill was taken to H.M. the Queen who has a Royal Prerogative to "assent" i.e. to agree to the Act becoming Law - and the final scene was the Queen withholding her assent and thereby precipitating a Constitutional crisis in the U.K.
