Main cast consists of six Canadian and six Dutch actors and was filmed entirely in English. However, for the Dutch market some scenes in which only the Dutch actors appeared were re-shot with them speaking their native language.
135 episodes were filmed between December 1991 and June 1992, meant to be broadcast daily with five episode story arcs. Five episodes were filmed each week, with every episode scheduled to be filmed in one day. However, production soon began to lag behind because the Argentinian crew would often not show up on time.
After filming was compete, it took more than a year before the show premiered on Dutch television, in part because the broadcasting company TROS only broadcast on three nights a week. In 1993, TROS approached fellow broadcasting company Veronica, who agreed add show Foreign Affairs on it's broadcasting schedule, making it possible to be shown five nights a week.
Canadian producer Charles Falzon approached Dutch producer John de Mol after their respective countries signed a treaty to co-produce film and television projects. After selling broadcast rights to Greece and Argentinia, filming started in Argentina on a budged of between five and six million guilders.
Because of the difficulties during production and the long wait before the show was finally broadcast, it had already been decided that there would be no second series, despite an open ending, at the time the show premiered.
