This is an early Magoo short from UPA. There will be spoilers ahead:
Magoo is on his boat heading out to the marina, Waldo driving the car which is towing the boat. Magoo thinks that he's already on the water. There's an accident and the car and boat both wind up in the water, leaving Waldo swimming frantically and calling for help.
Magoo hears him and mistakes a seal for Waldo. He brings the seal on board and then starts to fish for the marlin named Mighty Moe. He brings in Waldo mistakes him for a seal, thereby getting a two-fer of mistaken identity.
Entirely by accident, the seal manages to land Mighty Moe and Magoo tosses Waldo the "seal" over the side. The short ends with Waldo plaintively calling out to his uncle while Magoo sails off in triumph.
This short is now available on a box set from Shout! Factory. The set has all the Magoo theatrical shorts and a Magoo feature film. The set is excellent and this short is very good. Recommended.
