There are doors in the police station that are sealed and boarded up, but the next day when the events of Resident Evil 2 takes place, those doors are unsealed and not boarded up. In fact you can search through those sealed rooms.
The window the Nemesis busts through isn't broken later on in the events of Resident Evil 2.
The front of the RPD building shows barriers and blockades, but in Resident Evil 2 (later in the timeline) the front of the RPD building is without barriers.
In Resident Evil 2, which takes place between the first and second halves of Resident Evil 3, the player receives an important item from RPD Police Officer Marvin Branagh; in this game, Marvin Branagh appears to already be dead when Jill reaches the police station at the beginning of the game. However, when the player checks Marvin, he is described as "fatally wounded." He's not dead yet; he's just passed out.
When Jill examines the control panel to the cable car, the description reads "A well maintained contro room."
