Many of the actions and reforms undertaken by Principal Gordon Brooks would in fact be illegal in most U.S. public schools. While principals can and do search student lockers, no principal has the authority to randomly expel students for minor offenses, fire teachers, or order drug tests. Such actions usually require hearings and referendums, sometimes very lengthy in nature, held before county and school board officials.
