The Fire Chief who presented Gage and Desoto their commendations, was in-fact the actual LACFD Chief, Richard H. Houts, who served as chief from 1969-1977.
The Chief tells Gage directly twice to get a haircut. In subsequent episodes it's obvious that Gage has not.
