- A very bad-tempered Frasier takes out his frustration through an act of civil disobedience, refusing to pay a small parking fee and blocking the exit lane of the garage.
- While driving Niles to return a birdcage, on the way to KACL, Frasier turns his BMW into a multi-storey car park and takes a ticket. Suddenly realising that his show starts in fifteen minutes, he promptly drives round to the exit gate and explains to the attendant, George (Luis Guzman), that he decided not to park. George insists that he still pay $2, which is the standard charge for any portion of twenty minutes. Frasier objects on principle to paying when he has not parked, but when George refuses to let him out without paying, he decides to stay and get his money's worth, sitting in his car which is blocking the exit to all other motorists. Niles agrees that he is right to be frustrated, but tries to discourage his brother from this "peaceful protest" (as he insists on referring to it). Eventually, 20 minutes passes and Frasier pays $2. However, because he took time making a long speech he now owes $4. He then tells Niles to "hold on" and proceeds to drive through the barrier. Niles returns later at night and pays for the damage. Roz is compelled to start the show at KACL without him, and one careless remark while answering a caller's problem leads to the entire station discovering that she slept with Frasier. Meanwhile, it's a sad day in the Crane household as Daphne finishes moving out and Martin realizes just how much he's going to miss not having her around all the time.
- Frasier attempts to help Niles return a bird cage. As they pull into a parking garage, Frasier realizes that Martin had previously messed with his car's clock, and his show is scheduled to start in 15 minutes!
Frasier attempts to leave the garage, but even though he is leaving in less than a minute, the attendant says that he still has to pay the '2 dollars for 20 minutes' fee. When the attendant refuses to allow him leave, Frasier decides to make a point by staying in his car, not moving until his 20 minute time is up.
During this time, Niles attempts to leave the car, but stays by Frasier's side when the attendant calls Frasier 'stupid.' People behind Frasier grow irate as Frasier insists that what he is doing is making a point. The attendant even attempts to have Frasier sign a form saying he is unable to pay, but Frasier even refuses this.
Eventually, the 20 minutes is almost up, and Frasier hands over the $2, and gives the attendant a little speech. However, the speech pushes him over 20 minutes, and he now owes an extra 2 dollars! Fed up with the treatment, Frasier then crashes through the parking garage gate.
Meanwhile, Roz has been trying to stall until Frasier returns. She attempts to take some of Frasier's calls, but soon finds herself in an embarrassing situation when she lets out that she once had an affair with Frasier.
It doesn't help that Frasier returns just then to take calls, and gives a brief summary of his account of the parking garage incident...which he doesn't realize makes it sound like he is criticizing Roz and the previous affair with her.
Over the credits, we see Niles return to the garage attendant and pay for the damages to the gate.
