Iron laugh, casting Reagan as a Russian.

Warning: Spoilers
The murder of a Russian officer (Vic Morrow) sets off a string of executions in a Russian occupied Hungarian village, with thr threats of executing the local priest who is hiding the ypung lady (Carol Lawrence) suspected of the murder. Reagan is the Russian officer who objects to the way his commanding officer (James Westmoreland) is handling the whole affair. The title refers to the priests refusal to ring the church bell in an effort to subdue the locals from trying to Rebel, and then switch to a ridiculous and silly conclusion for Reagan talks about winning for Freedom as if he was talking about waiting for the Gipper. He's absolutely unbelievable as a Russian officer, even if he's not tempting update accent. The only unique thing about this is the fact that it's a cold war film about occupied Europe rather than a Nazi occupation. Lawrence is memorable as the young lady, and Abraham Sofaer is good as the priest.
