- Everyone has returned from the tribunal at sea in the previous episode. Capt. Sebring, a military judge, stands accused of vehicular homicide, allegedly as a result of an instance of road rage. The other driver is a single mother whose baby dies. Mac and Sturgis prosecute, Harm defends, and the admiral appears as a witness. The defendant hurts his case by his behavior in the courtroom due to problems at home with his wife and their son. Harm eventually discovers the real cause of the wreck. Meanwhile Webb continues to pursue a leader among the terrorists of Al Qaeda, and Loren continues to promote trouble between Bud and Harriet, who try hard to sort things out.—DocRushing
- When Navy Judge Captain Owen Sebring (Corbin Bernsen) is accused of vehicular manslaughter that leaves a baby dead, Harm must determine if the man's personal life caused him to behave violently on the road. Singer causes trouble between Bud and Harriet.
- Harm, Mac and the Admiral return to the office from the USS Seahawk after finishing up with the military tribunal. The office staff is very happy to see the Admiral back in charge, after having to deal with Lt. Singer while he was gone, with Harriet making sure the Admiral knows how ""happy"" they are. Their joy is short-lived however, when they learn that respected Navy JAG Judge, Captain Sebring is charged with having causing an another vehicle off the road which injured the female driver and killing her 6-month old daughter. Harm is given the task of defending him, while Mac is ordered into the uncomfortable position of prosecuting him. Seeing Mac's dilemma, Cmdr. Turner offers to sit second-chair with her, so that she won't be alone. Lt. Singer overhears Harm and Mac discussing Bud and Harriet and learns that Bud doesn't know Harriet has bought a house, while Bud hasn't told Harriet about PO Coates.
- A young woman is allegedly rammed off the road in an apparent road rage incident by JAG judge, Captain Owen Sebring. The woman's young baby daughter is killed in the incident and the Captain is charged with vehicular manslaughter. The Captain requests Harm as his defence counsel and it is up to him to determine if events in the Captain's personal life (Sebring's wife is bed-ridden and seriously ill) have caused him to act violently on the road. This episode gives us some background insight into the home life of one of the judges in JAG (previously a fairly one-dimensional cipher character who is part of the courtroom "furniture" during the preceding episodes).
Harm begins digging into the background of the case and use his natural sense of empathy and sympathy as he delves deeper into the background. Owen Sebring had requested Harm for the case because he knows that Harm will be unbending in seeking the truth. Several anomalies in the young woman's story crop up and a potential alternative scenario emerges. Owen Sebring has realised by this time that, If he were to be convicted, no-one would look after his dying wife.
harm's investigative skills take him across several areas as he delves into the background and he eventually emerges triumphant.
Meanwhile Bud is informed by Lieutenant Singer that Harriet has bought a new house and Harriet also finds out from Singer that Bud's legalman aboard the Seahawk is Petty Officer Coates; leading to some friction between the two. Singer's character continues to sow disharmony in her wake.
