Storyline

In the second "Alamo" episode, Phyllis Norton, in her last appearance, takes over the station when Chief Clifford catches the flu, a thief kidnaps Broadhurst in order to swap him for the thief's brother, a drug-addicted mother kidnaps her addicted newborn daughter - and a time bomb ticks in the squad room ceiling.

When Chief Clifford takes a leave of absence, he gets into a long discussion as to who should take command -- Joe Broadhurst or Phyllis Norton. Presumably Broadhurst is the senior sergeant, so he gets the nod. But it seems odd that Phyllis Norton is second in line -- Grover (if he is a sergeant; this has never been specified) or Gladys (who IS a sergeant) should rank her.
