An Eastern Bloc intelligence operative has been arrested for the assassination of a U.S. senator. Briggs must prove the operative did not kill the senator on behalf of his government. Indeed, the main suspect is the senator's main financial backer, who is anxious to turn the Cold War into a hot one. In a complicated plan, Briggs & Co. must spring the intelligence operative out of jail and manipulate the financial backer. But, before the plan plays out, there's a twist that even Briggs doesn't anticipate.
