The chase on the rooftops between Kramer and the cable guy is an homage to "In the Line of Fire." In fact, most of the dialogue and blocking in the earlier scene, where Kramer discovers the cable guy is calling from a nearby phone booth, are also direct references to this movie.
The soundtrack and the dramatic walk out of the condo at the end of the episode is a parody of the end of the movie Nixon (1995), released the year before.
The music during the rooftop chase between Kramer and the cable guy is taken from Stephen King's Cat's Eye (1985).
The conversation between Elaine and George, when they make up an alibi for George's rendezvous with Marisa Tomei, is very similar to the conversation between George and Jerry when they devise a reason for waiting in the lobby of Vanessa's office building in "The Stakeout"; in fact, both episodes include references to the fictional importer/exporter Art Vandelay.
