Julie throws a tantrum for 23 minutes

The episode focuses on the struggles of Ann to find a good job, pay bills, buy groceries, and take care of the essentials. Meanwhile Julie is hanging out with the rich kid at school who wants to take her to the lake, go to private school, oh and she's gonna need a much better wardrobe if she's going to fit in with the social elite.

So the entire episode is one of three things happening: Julie complains that she needs more money to be able to hang out with Beverly, David tries to help Ann out by stocking her groceries and giving her money, and Ann tries to tell David he's overstepping his bounds by spending so much money that she can't possibly afford to pay back.

Occasionally we see Schneider doing Schneider things (fixing broken stuff in the apartment, butting in and giving advice, etc.) and Barbara is also there to act as an extra antagonist to Julie by making fun of her need to spend money to hang with the rich kids.

Very few of the jokes land, and Julie comes off as a brat who throws a tantrum when she doesn't get her way. I didn't enjoy the episode very much.

To make matters worse, the "resolution" at the end of the episode is a downer. If this had been a drama they could have tried to show a lesson learned but I guess the lesson here is that Julie needs better friends more than she needs money.
