Phil Nibbelink animated the film himself, mostly with Macromedia Flash 4 and Moho (now Anime Studio). To maintain the hand-drawn animation look and feel, he used a Wacom tablet to draw the characters frame-by-frame. Moho was only used for over-the-shoulder and crowd shots.
This adaptation of Romeo and Juliet is given explicitly limited concept usage to make it more appropriate for children and parents alike, with sexual intimacy and suicide completely cut out, along with having the characters as sea animals to appeal younger viewers.
