Eighteen years after seeing a vision of her childhood friend, 10-year-old Hope Lavelle (Shae Keebler), being raped and murdered, Victoria 'Tory' Bodeen (Claire Forlani) returns to the small town of Progress, North Carolina to open a retail store and, hopefully, face her demons with the help of her childhood friends -- Tory's cousin Wade Mooney (Chad Willett), Hope's twin sister Faith (Josie Davis), and Hope's older brother Cade (Oliver Hudson), who has been carrying a torch for Tory since childhood. Tory's father Han (Shaun Johnston), an abusive religious fanatic who looks upon Tory as a witch ('Thou shalt not suffer a witch to live'), has always been the prime suspect. In a new vision, Hope warns Tory that her turn is next.
Carolina Moon is a 2000 novel by American romance novelist Nora Roberts. The novel was adapted for the movie by Stephen Tolkin, who also directed the movie.
On the anniversary of Hope's death, Tory brings flowers to the statue her father erected in the woods where she was murdered. She notices a campfire burning and sees Dwight Collier (Jonathan Scarfe) emerge from behind the trees, carrying a knife. Dwight tells Tory how he raped and killed Hope that night, hoping he could kill her (Tory), too, and how he continued to kill 'tramps and losers' each year on the anniversary of Hope's death because he liked the way it made him feel. Tory tries to run, but he grabs her and pins her to the ground. Tory grabs a stick from the campfire and pokes it in Dwight's eye just as Cade runs up, Police chief Carl Russ (Greg Lawson) not far behind him. Dwight tries to convince Carl that Tory is the one responsible for the murders and that her clairvoyant powers are just a con. Tory tells Carl that Dwight has the gun that killed her mother hidden behind his back. Carl forces Dwight to lift his shirt, but Dwight pulls the gun and shoots Carl in the arm. He then turns the gun on Tory, planning to shoot both her and Cade so as to make it look like Tory shot both Carl and Cade then turned the gun on herself. Tory distracts Dwight by telling him that there's a snake about to strike him. When Dwight turns to look, Cade tackles him to the ground. The rest of the police show up and arrest Dwight on Carl's order. In the final scene, Cade, Tory, Faith, and Wade throw marigolds in the river in Hope's memory. Faith drops a big hint to Wade that she wants to marry him, and they all begin to walk away. Tory looks back to see Hope waving goodbye to her.
