Secretary of Defense Singer is picking out ties for his meeting with the President. Grace and Victoria are meeting with him in his office, and Grace asks Singer to convince the President to not make any decisions without her. Singer points out that the President doesn't like her, and he's already decided that he's going to authorize V for use by law enforcement first-responders. Victoria and Grace both object to the release of V, but Singer is determined to pledge to keep America safe. He figures the best way to do that is with V, even though Victoria says that Vought was responsible for the House attack and it's a coup.
Singer agrees with Victoria--for the record-but notes that Grace and Victoria have no proof of Vought's involvement. He says that if Victoria can get hard proof, he might be able to do something but otherwise no dice.
Becca breaks out of the Vought compound.
Annie tells her mother Donna to drive straight home, insisting that she'll be fine. Before she goes, Donna gives Annie a new church necklace and insists that she just wants her daughter to have it. They hug and then Donna leaves.
Back in the safehouse, Frenchie is working on gadgets to take down Stormfront. Milk has enough epinephrine to kill Black Noir because of his allergy, and Billy tells Hughie and the returning Annie that they're going to kill all of the Supes. Hughie warns that it won't stop Vought or V distribution, and Annie offers to get someone to testify who has credibility. She asks for 24 hours and leaves with Hughie.
Homelander is at the Tower watching a newscast about the House attack. Stormfront comes in and says that Noir is non-responsive after the allergy attack. She tells Homelander that it doesn't matter that most of the Seven are gone because of the House attack. Stormfront admits that she wasn't responsible for the attack, and Homelander figures Stan was responsible. She says that the attack is good news, and they have to make sure that the "right" people get the doses. When Homelander wonders about what happens if the "wrong" people get the V, Stormfront tells him that her husband had a solution for everything.
As Hughie and Annie, Annie wonders why Hughie always listens to Billy Joel. He explains that it was the music in his house when he grew up, and wonders if they have any hope of stopping Vought. Hughie wonders why Annie is helping him, and she points out that he could have gotten himself killed at the Tower saving her. He says that he would never give up on her, and Annie says that's why she's helping.
Annie and Hughie arrive at Maeve's apartment, and she's waiting for them because of the text they sent in advance. Maeve is smoking and unimpressed by Hughie. Annie asks Maeve to testify against Vought, Homelander, and Stormfront. The Supe refuses, and says that she's tired and tells Annie to shut up. Maeve points out that she saved Annie's life and has done enough, and nothing they do matters because nothing changes and gets better. She tells them to leave, and Hughie and Annie go.
Becca goes to the safehouse and Billy meets with her. She says that Homelander took Ryan.
At the Church centre, Stan meets with Alastair about Deep returning to the Seven. Alastair insists that Deep is an asset to Vought, and points out that Vought needs A-Train. Stan notes that Stormfront has problems with A-Train, and he has to humor her for the time being. He says that the Church's internal bureau knows what Stormfront's problem with A-Train is because they have records going back to World War II, but agrees to consider Deep's reinstatement. Once they leave, A-Train emerges from the next room where he's been secretly listening in, and curses.
Frenchie and Milk get Becca food, and know all about her preferences. They say that they're all close with Billy, but Milk admits that Billy isn't close to a lot of people except Becca. Billy clears them out and tells Becca to stay there while he does some digging on Ryan's location. Becca apologizes for how she treated Billy before, and Billy says that he'll find her son. Billy calls Stan.
Barrett is keeping Ryan busy in one of the Tower rooms, and Homelander and Stormfront come in. Ryan asks if he can call Becca, and Homelander hesitates. Stormfront steps in and says that she understands that Ryan is lonely. She suggests that they take a "field trip", and Homelander agrees.
The trio go to a restaurant, Planet Vought, and fans gather at their table. Ryan is emotionally overwhelmed by all the fans, and Homelander notices. The boy asks for Becca, and Homelander quickly takes Ryan out and flies away.
As Hughie and Annie drive back to the safehouse, Annie looks at the necklace Donna gave her and brings up the subject of Hughie's dead mother. Hughie says that his mother isn't dead despite how he talked about her earlier, and explains that she left when he was 6. Hughie and his mother used to have dance parties to Billy Joel music, and one day she left and never communicated with Hughie again. He figures he hangs in no matter how bad it gets, because he doesn't want to be like his mother and abandon people. Annie assures him that his attitude isn't pathetic.
A-Train speeds into the back of their car while it's moving, and a panicked Hughie manages to pull over. The Supe gives them a folder with all of the information on Stormfront's Nazi past, says that they're even for Hughie saving his life before, and tells them that he wants back into the Seven so he needs Stormfront gone. A-Train speeds off, leaving Hughie and Annie to consider the folder.
Billy meets Stan at a restaurant reserved entirely for Stan, and Stan's security guards frisk Billy for weapons. Once they confirm he's unarmed, Billy sits down with Stan. Billy says that Ryan is Stan's only contingency against Homelander. Stan wonders why he'd would betray Homelander, and Billy points out that Vought turned Stormfront into America's sweetheart. The CEO explains that Stormfront helps drive up the demand for V by making people angry, and V raises Vought's stock price.
When Billy points out that Stormfront hates Stan because of his race, Stan agrees but says that it's not about him. It's just business, and Billy says that he can get Ryan away from Homelander. Once he does, he'll call Stan's people so they pick up Ryan and do a better job of hiding him from Homelander. However, he doesn't want Stan's people to take Becca, who will stay with Billy. Stan wonders what happens when Becca asks him to be reunited with Ryan, and Billy tells him that Stan should tell her that he can only guarantee Ryan's safety if she isn't with her son. Billy offers his hand to Stan, and Stan shakes on the deal.
At the cabin, Stormfront joins Homelander, who says that Ryan is inside and wants to be left alone. Stormfront tells Homelander to talk to his son anyway, and they go inside. Ryan apologizes, and Homelander tells the boy that he should have known better. Homelander admits that he was terrified the first time he was in a crowd, and he flew away and cried. The Supe says that the next time Ryan might fly away with him, and Ryan tells Homelander that he'd rather not be like him. Homelander explains that he had to learn how to be a Supe, but didn't have anyone to teach him because the doctors who raised him kept their distance. He offers to teach Ryan how to use his powers, and Ryan lets Homelander hug him.
Billy returns to the safehouse and tells Becca Ryan's location. Hughie shows Billy Stormfront's file, and Billy is impressed. He then tells the Boys that he's not going to ask them to come rescue Ryan. The Boys make it clear that they're in regardless, and they prepare to arm up and leave. Hughie uploads the file on Stormfront to the Internet, and Becca loads up with the others. Billy tells Becca that she ain't coming with them because it's too dangerous, but Becca insists because Ryan is her son. She makes Billy promise that he will save Ryan no matter what and get him back to her. Becca makes Billy swear to her on Lenny's soul, and Billy does so. Satisfied, Becca hugs her husband, walks away, and looks at his cell phone.
Kimiko makes origami birds, and when Frenchie comes in she signs to him that she might freeze facing Stormfront. Frenchie tells her that she can take care of herself, and when the time comes she'll know what to do. Smiling, Kimiko goes with him.
Homelander has Ryan try to use his laser vision, but nothing happens. The Supe suggests that Ryan imagine someone he hates, and Ryan says that he doesn't hate anyone. Stormfront tells him that they're under attack by people that want to wipe them from the earth because of the color of their skin. She says that they'll need people like Ryan to protect their kind from "white genocide". Stormfront is interrupted when texts come in on her phone about the Nazi files.
Nearby, the Boys load up their weapons. Stormfront flies off, and Hughie confirms that the news on Stormfront broke. Meanwhile, Stormfront arrives at the Tower and watches the newscasts. Billy sets off a remote group of sonic blasters that Frenchie and Kimiko planted.
Homelander and Ryan are in the cabin, watching the newscasts. They're both deafened by the sonic blasters, and Homelander goes to track them down. Once Milk sees Homelander fly off, Billy and Becca drive to the cabin to get Ryan. Becca puts insulating headphones on Ryan, and Ryan wonders who Billy is. Becca says that Billy is her husband, and they leave with Ryan.
In the forest, Homelander finds the blasters and destroys them with his laser vision. He sees that they were manufactured by Vought and realizes the blasters were a set-up.
Billy, Becca, and Ryan join the others at a nearby hangar, and Billy tells Milk to get Becca and Ryan to Grace because the plan changed. Becca overhears Billy talking, and Billy admits that he cut a deal with Vought to take Ryan away. However, he tells his wife that he couldn't do it.
A Vought TAC team breaks into the cabin, and the leader calls to Billy. Billy's phone is there with a message about Vought, just as Homelander flies in and asks what's going on. When someone calls over the radio, asking the TAC team if they have Ryan, Homelander closes the front door and demands to know where his son is. He laser-visions the leader in half, then repeats his question.
Becca refuses to leave without Billy, and Billy says that she can't have someone like him around Ryan. He tells Becca to raise Ryan right, and begs her to let him do the one thing for her and Ryan. Becca finally nods in agreement and kisses Billy, then leaves with Milk and Ryan. Billy watches them go, and Stormfront lands in front of their car and blasts it off the road.
Billy sees the car crash to the ground and runs to it. Meanwhile, Stormfront confronts the others, figuring Annie sent the file out. The Supe claims the pictures are deep fakes. Meanwhile, Billy gets Becca out of the car while Milk gets out on his own.
Stormfront says that people love what she says but don't like the word "Nazi".
Billy gets the unharmed Ryan out of the car. Milk, armed, tells Billy to go with his family while the Boys hold Stormfront off.
Kimiko laughs, then signs to Frenchie. Frenchie translate, telling Stormfront that Kimiko plans to kill her. Annie blasts Stormfront, and Kimiko knocks Stormfront down and beats her. Stormfront blasts them both back, then blows up the hangar with Frenchie's weapons. Kimiko recovers and renews her attack on Stormfront, and Stormfront manages to break Kimiko's neck.
Frenchie, Hughie, and the newly arrived Milk open fire on Stormfront, who shrugs off their bullets. She blasts them and Annie down, but Maeve arrives and attacks Stormfront. Kimiko regenerates, and she and Annie join in with Maeve attacking Stormfront. Stormfront finally flies off, and Annie hugs Hughie.
Homelander comes out of the cabin covered in the TAC team's blood, and goes to find Ryan.
Billy, Becca, and Ryan run through the forest, and Stormfront flies down in front of them. She blasts Billy aside when he tries to intervene, and Stormfront says that he belongs with other Supes like her. Becca drives a knife into Stormfront's eye, and Stormfront pulls it out and chokes Becca. Billy recovers and shoots Stormfront in the back, but the bullets have no effect. He then hits Stormfront with a crowbar, but she ignores the blows and kills Becca.
Ryan, furious, uses his laser vision on Stormfront. He reduces her to a charred, limbless body, muttering Nazi justifications. Ryan begs Becca for forgiveness, and Billy runs to the dying Becca. With her dying breath, Becca insists that Ryan is good and makes Billy promise to keep Ryan safe. Billy kisses the body on the forehead, then turns to Ryan, picks up the crowbar, and turns to Ryan.
Homelander flies down and stares at the dying Stormfront. She mutters to him in German, and Homelander kneels by her body and weeps. He asks if Ryan attacked Stormfront, and Ryan says that he didn't mean to. Homelander says that they should go and calls Ryan over. Ryan moves to Billy, and Billy tells Homelander he's not taking the boy. Homelander laughs and says that Ryan is his, and asks how Billy is going to protect Ryan.
When Homelander advances on Billy, Maeve tells Homelander to stop. She threatens to release the airplane video unless Homelander lets them go, stop hunting Starlight, and leave Maeve and Elena alone. Maeve figures that whatever Homelander does to her loved ones as long as everyone sees him as a monster and never loves him again. Homelander cries and Billy figures that it's over. He walks off holding Ryan, past Homelander.
Later, Stan gives a statement to the press that Stormfront was the sole perpetrator of the House attack. The release of V has been put on hold indefinitely. Homelander, Maeve, and Starlight are there, and Homelander says that Maeve and Starlight neutralized Stormfront, who is being held in an undisclosed location. He says that Starlight was wrongfully accused and is back on the Seven. Homelander tells the public that the Supes are there to protect normal.
Deep and A-Train are the centre watching the press conference, and Alastair joins them and says that they know A-Train stole the data on Stormfront. Alastair says that it shows initiative and Stan has confirmed that A-Train is back in the Seven. However, Deep is not because Vought would consider his reinstatement as weakness rather than redemption. A-Train leaves, and Alastair tells Deep to be patient and take more Church courses. Deep isn't impressed, and says that he did everything Alastair asked. Alastair tells Deep that he's acting like a "toxic personality" and should leave, and Deep walks out in disgust.
Hughie joins Annie in a park, and Annie says that if Billy can do the right thing then there must be a higher power. She admits that she isn't sure if it's safe for her to go into the Tower, but figures that if she doesn't fight against them from within then she's part of the problem. Annie says that she learned that from Hughie and kisses him, and Hughie tells her that he figures he is too clingy and it's time he go off and stand on his own two feet. Annie hesitantly agrees and says that they'll be friends, and Hughie assures her he'll still "cling" onto her. They kiss and Annie wonders what Hughie meant.
Billy sits with Ryan by a pond, and Ryan says that he's scared. The older man gives Ryan Becca's St. Christopher's medal, and how she gave it to him to keep it safe. Billy gives it to Ryan and says that now Becca will keep the boy safe. Grace and her people arrive, and Billy helps Ryan into their SUVs. Before Ryan gets in, they shake hands. When Grace tells Billy that she's sorry and wonders if Ryan will turn into Homelander, Billy says that Becca didn't think so.
Grace says that all of the charges against the Boys have been dropped, and the White House is opening an Office of Supe Affairs with Victoria in charge. Victoria is giving grace off-the-books funding for a team to keep tabs on the Supes, and Billy has a position if he wants. Billy walks away without a word.
Milk goes home and gives his daughter a stuffed animal as a gift.
Kimiko leaves the safehouse with Frenchie.
Homelander flies to the top of a skyscraper and masturbates, muttering to himself that he can do whatever he wants.
Alastair calls Victoria and congratulates her on her new position. Alastair says that they have enough dirt to ruin a dozen Supes, if Victoria will expedite the Church's tax-exempt status. She agrees and tells Alastair to call her office and set up a meeting. Once Alastair hangs up, his head explodes. Victoria is outside, watching his office through the window, and her eyes glow with Supe power. After a moment the glow fades, and Victoria smiles and walks away.
Victoria goes to her new storefront office, and finds Hughie waiting for her. He says that he wants Victoria to get him a job and wants to fight Vought the right way rather than with the Boys. Hughie admits that he never really fit in with the Boys, and it's time for him to stand on his own two feet. Victoria closes the door and asks when he can start.
