Because the Cortexiphan trials went all the way in the "BLUE" universe and didn't happen at all in the "RED" universe, they were halfway done in the "AMBER" timeline, with low enough doses to not make the superpowers permanent but high enough to possibly cause side effects for some of the subjects.
The multiple camera technique that Water refers to is called "bullet time". This effect is achieved by positioning a large number of still cameras in a line that replicates camera movement and masking out the cameras with green panels so that a different background can be substituted. The cameras are fired either simultaneously (for a freeze rotation effect) or in sequence (to capture movement). The stills are then synced with a background and printed in sequence on digital "film" to complete the process.
Walter mentions that he hasn't had an attack of mysophobia in years. Mysophobia is a pathological fear of contamination and germs.
Olivia speaks to a man named Lt. Daniels, which was the name of Lance Reddick's character in The Wire.
