- Marcus (Andre Braugher) must consider launching a nuclear missile on Indian troops moving into Pakistan in order to stop the slaughter of his crew's family members as they approach the island.
- The arrival of a boat transporting forty family members of the Colorado crew is being monitored by Sophie Girard who discovers that there is a submarine travelling directly beneath the boat. Soon a contingent of Pakistani navy commandos board the boat and execute its Captain. The team's commander Admiral Safir Ahsan calls for a meeting with Captain Marcus Chaplin and boards the Colorado leaving his ruthless lieutenant in charge of the commandos and their hostages. The admiral informs Chaplin that Indian General Pranov Bhatnagar is about to attack Pakistan and his country has no means to defend against the invaders, therefor the Colorado must nuke them - they have two minutes to comply. Aboard the vessel are, amid the family group, Christine Kendal, the XO's wife and her lawyer friend Paul Wells as well as live news reporter Reena Kapur who is transmitting the events worldwide as they unfold. The two minutes expire, and the Pakistani Lieutenant kills a family member throwing the body overboard. Chaplin is now given thirty minutes to dispatch his nuclear weapon. A lot of business gets taken care of in tonight's episode.
First up we learn what happened in Pakistan. James' Navy SEAL team was there to rescue a U.N. weapons inspector. They secured his safety with the help of two Pakistani soldiers working as freelancers, a brother team. One brother was clearly more lighthearted and not cut out for the soldier's life, while the other was more fierec. While waiting in a holding area before departing the weapons inspector, a kindly looking elderly gentleman played cards with the younger brother and chatted about how excited he was to be able to go back to the U.N. and report that he had found no weapons and that they had done important work as brokers of peace. The only problem was, James' right hand SEAL was given new orders: kill the doctor and plant suitcase nukes in his briefcase and then tape record a sham discovery, apparently in order to start a war. James came upon him making this fake video with his helmet cam and interrupted him. His buddy cited the new orders and then it went down with the doctor and the younger brother getting killed in the process. The older brother returned in time only to see James with his weapon drawn and his brother dead on the ground. James let him leave. Then we pick up at the start of the series, with the injured Hopper and the other SEALs in the boat rendezvousing with the Colorado.
Meanwhile, the envoy carrying the family members of the Colorado crew is en route. Just as it's about to reach Ste. Maria, a group of Pakistani soldiers boards the boats and takes them hostage demanding to speak to Marcus Chaplin. The captain goes to the Colorado and explains that India has invaded Pakistan and unless Chaplin fires one of his nukes at the invaders the soldiers on the envoy will kill the family members. To make themselves clear a woman is brought to her knees and shot and this is all seen on camera by the crew. The shooter is the older soldier that James let go.
This presents several problems, besides not negotiating with terrorists, Chaplin doesn't have his second firing key thanks to Cortez so he couldn't fire even if he wanted to.
Chaplin is given two minutes to think about it. He calls up Defense Secretary Curry who basically tells him he can get a SEAL team there in an hour but otherwise he won't be of any use and will not do much to get India to back off. Two minutes up and a soldier on board kills another female hostage. Everyone is gutted. Chaplin is then given thirty minutes to work it out.
In that time three things transpire:
-Kylie Sinclair calls Sam and tells him if he can get the video cards from the SEALs helmet cams to Christine, who is on the boat after all to Sam's surprise, that will go a long way toward fixing things.
-James and his remaining SEALs and Sam launch an infiltration mission. Sam confronts them about the video cards but they are gone. James' SEAL buddy confides to him that he buried the cards with their dead SEAL friends on Ste. Maria.
-Cortez freaks as she watches the hostages being killed and returns the key, hanging it on the back of the door in a room where Shepard is communicating with Sam while he and the SEALs board the envoy boat.
Back in Washington Kylie watches the news distressed. She attends some sort of function with her dad and smarmy brother who wants her to flirt with some guy whose business they want. When he starts spouting off about the Colorado she can't take it and harrumphs off. Her father finds her later and admits that although he does wrestle with himself about being in the weapons business it is what they do. He says she is better than the rest of the family and this is why he trusts her and knows that she hasn't surrendered but is only recalculating, playing the long game.
When an Indian reporter on the envoy has a gun put to her head she gives up that Christine is on the boat and that is who they really want. Christine bravely steps forward and agrees this is true. Just as their about to kill her, as Sam watches as the team gets in place, Paul steps forward and says he is a U.S. attorney who can get them what they want. The soldier kills Paul, who with his dying breath apologizes to Christine. She absolves him and gives him a kiss. Which Sam also sees.
As this is happening Chaplin is about to confess to the Pakistani captain that he can't fire when Shepard arrives with the key and they can launch. They spin up a missile but instead of training it on the Indian invaders, they aim at the boyhood home of both the Pakistani captain and the murderous soldier.
The SEALs and Sam are finally in place and just as they begin to take out the soldiers the other SEAL team, ordered by Curry arrives to help with the fight. They take out the soldier and just as Sam and Christine are about to reunite one of the newly arrived SEALs hoists her over his shoulder and tells Sam they have gotten new orders and carrries her away.
Back on the island Chaplin confronts Shepard, assuming she is the one who stole the key in the first place. She says she is not. He tells her the best way to prove this to him would be to find the CIA plant on board who did.
James and his fellow SEAL dig up the bodies to get the video cards and the other SEAL says he will do this but then he's out, running far away from all of this madness, especially since it's him on the video performing the sham weapons discovery.
At the bar, Chaplin and Sam share a drink. Sam tells him that Christine was taken and his new mission is to find her and he wants the Colorado to get him past the perimeter and give him a boat and he's going to do it. Chaplin does not protest, simply saying "okay."
