Gibbs' basement is flooded when he shoots someone. The next morning the team arrives to analyze the body and scene. The floor is now dry. Not even Gibbs can dry a floor that quickly.
Gibbs is about to be electrocuted in his basement by rising water. The power goes off. A killer is shot and lands in the basement water with three bullet holes. But in the next scene the body appears to have been shocked in the rising water.
The RIB shown on screen at NCIS headquarters is a twin engine model. The boat found on the beach was a single engine inflatable boat and not a RIB (or Rigid hull Inflatable Boat) model.
During the stakeout to catch the burglar, the action takes place at night. Inside the van, when the screens (showing the outside of the bar) turn on, they show broad daylight.
When the team goes to where the RIB (Rigid hull Inflatable Boat) is located that the 2 prisoners escaped in from the Navy ship, the shadows indicate that the sun is to the North, if this is the Atlantic. However, this is the Pacific and the shadows cast are to the North meaning the sun is to the South, and water (Pacific Ocean) is to the West. All directions next to the shoreline along the Atlantic are like the Pacific, North and South, however, the telling is the shadows from the sun that would indicate that it was "South" of where they were standing.
NCIS Office is based out of Washington DC and they get there before the boat is moved, so it is on the Atlantic coast.
