The second car thief after being shot and seen on the ground had the gun in his left hand and was clutching the arrow with his right hand. In the subsequent scene, his left hand is on his stomach and the gun is not seen.

Cold water (less than 70° F) can lower body temperature, causing hypothermia. It's highly unlikely even at 75 degrees for hypothermia to take place.

When Kono announced that the criminals were being arrested for a violation of the Mann Act, she was wrong. The Mann Act originally prosecuted sexual slaver, immorality and other sex-related crimes against and involving woman. In 1986 it was updated to remove gender references and to include sexual-related crimes such as child pornography. But the Mann Act refers to *sexual* crimes - these victims, while slaves, were not sexually trafficked.
The SOP of the team torturing a suspect is an illegal act under federal law. While the prosecutor was depicted as being corrupt, the fact is his allegations regarding the team's conduct were accurate. In the current age, the team's actions would be reported to the media and/or social networks, which would trigger a federal investigation.
Detective Williams makes numerous operational and other errors:
1) He fails to carry an off-duty weapon or his police credentials.
2) In commandeering the bus, he exposed the state to liability by involving the citizens aboard in a police action.
3) He failed to simply back up the bus after it turned off the paved road. Unloading unarmed citizens made them easy picking as hostages for armed suspects.
4) He attempts to confront armed suspects using a citizen and a bow and arrow, again exposing a citizen to injury or death.
