I've seen Doug in a few movies/shows and found him somewhat funny but this special was really just lazy and lacked any cleverness or creativity. He read tweets on stage, which is pretty bad anyway but also his riffing on the tweets really didn't enhance it and he relied on twitter to supply the humour. He rambled pretty incoherently and mostly made jokes about smoking weed.
I really don't see how you could find this more than marginally funny unless you're absolutely stoned.
If you're looking for something more than background noise, I recommend Bill Burr, Jim Jefferies, Louis CK, Aziz Ansari, Mike Birbiglia, Chelsea Peretti, all of which can be found on Netflix.
