Eph and Dutch plot a scheme to assassinate Palmer while moving to the lecture of Justine. Meanwhile Setrakian searches for the Occido Lumen looking for Rudyard Fonescu following an address list with Fet and Nora. Justine advises the residents of Upper East Side that IRS will charge 1% of each real estate value to get the protection and free zone under the protest of the wealthy class. When Eph shoots, he misses Palmer and hits Coco instead. Dutch and he are arrested and Dutch is taken from the cell. However the vampires attack the precinct killing the police officers and Eph escapes with Fet and Nora to look for Dutch.
