Captain Black with blue neon and private Black in green neon arrive on Earth. They are part of a civilization that collects races who are ready for peace although we don't really qualify. They have another mission which is to locate the rogue agent (Red Neon) and kill her on sight. The talk to humans to acquire the meaning of life. You don't see the faces of the people who talk so this can be dubbed in any language and the script rewritten. Many of the lines were taken from films. The private sometimes sounds like Curly of the Three Stooges and he always messes up his metaphors and sayings in a comical fashion.
The film had a too many long scenes with boring dialogue. The stops in the middle and tells you how you should understand it, reminding me of "What's Up Tiger Lily?" Not for everyone.
