I live in Rochester. So when I read the description 'based on a true story, ... in Rochester NY' I had to watch.
But I was thinking 'How come I never heard of this film or these crimes'.
And, there is no 'Rochester Downs' race track. There is no 'Rochester Examiner', Perhaps they were thinking of 'Batavia Downs' near Buffalo.
These robberys probably never even made it into the Rochester papers.
And it was filmed in Toronto. So I was disappointed.
Otherwise it was a watchable time waster. But I will not recommend it to my friends as a 'Rochester' film, as I had planed. All the action happens in New York City.
