Hashimoto's friend Joe is an idiot studying to be a moron and having trouble with the tests

This is a cartoon in the Hashimoto series produced by the Terrytoons studio. There will be mild spoilers ahead:

In this short, Hashimoto is talking about having a "boy's night out" with his American friend G.I. Joe. He kisses his two children good night and tells his wife he won't need dinner at home, as he's going out. His wife is obviously unhappy as he leaves.

He gets his friend and they head to Tokyo, where Hashimoto warns Joe to look out for cats. Hashimoto suggests checking out flower arrangement, Joe suggests the Geisha house. They sneak through the ducts into the geisha house, where Joe gets stupid and exposes himself to the geishas, who react predictably to the mice. Screaming and lots of throwing things.

Joe spots food and Hashimoto stuffs him with sushi and tea. Joe spots fruit and jumps down, unknowingly landing on, you guessed it, a CAT. Even this scene lacks energy. Hashimoto and Joe get away and go home. Hashimoto tiptoes in, to find food on the table awaiting him and eats hungrily and happily. His wife has the closing line.

This is worth watching.

Another entry in the Hashimoto series from Terrytoons after Gene Deitch was booted, this one has Hashimoto meeting up with his old friend, G.I. Joe for a night on the town.

The ever-falling budgets of cartoons in this era impose some constraints that director Mannie Davis overcomes: simple character design and large, flat backgrounding help keep costs down -- although there is one elaborately detailed bowl of fruit for some reason. The result is decent, if not great.

Mannie Davis had been directing cartoons since 1927 and was one of Terrytoon's talented old guard. Although he would live four another fourteen years, this was his next to last effort.
