Bart is forced into becoming friends with Ralph Wiggum.
This is a solid episode with humorous character moments.
The plot reminds me slightly of the concept in 'I Love Lisa', but with Bart being saddled with Ralph instead. There is a decent arc for Bart having to balance all his bad behaviour with doing the right thing by Ralph. The resolution to the electric chair problem is very clever.
The writers use Bart superbly, especially in his interactions with Marge. Others like Homer, Chief Wiggam, Mr Burns, Nelson and the other bullies also have memorable moments.
For me this is a 7.5/10, but I round upwards.
