Very slow plot progression

The episode is not bad, but very little occurs in it and it becomes boring at the end. An explanation is provided of where the software which caused the judgement of bad doers is provided and we get to see the designer of the software, as well as his motives, but little else. There is an attempt to evoke emotions from the viewer, but for some reason it does not work. It ends up being boring and the temptation to fast forward is very strong. I suspect the issue is the viewer is expecting a certain pace and is waiting for something to occur, even though nothing does. This stops the viewer having any form of emotion connection with characters we are not familiar with; foiling any attempt to give the viewer a backstory which provides some explanation for what is occurring. There are also some continuity issues, with this post-human acting so differently from the previous ones; it almost bares no relationship to anything which occurred before. There are other examples of this occurring, almost as if each episode was created by someone different who misunderstood the character briefing. It not bad and US made movies are orders of magnitude worst, but from a Japanese series its very unusual.
