There actually isn't much of "A battle of two vice admirals" in this episode". They fight only for what might seem a rough 20 seconds.
Caeser plans to close the survivors in and release the gas. This finally induces his dumb men to doubt their master's "kindness". Meanwhile, rest of the straw hats minus Sanji and Luffy face Monet in the blizzard.
Sanji is now the navy's hero having saved Tashigi, who is furious at her men calling him "brother" but secretly cares for him. The introduction of Vergo and his past actually reflects upon the corruption prevalent in the system or government in almost every country. Whereas, Smoker certainly reflects the honest among those who are pinned down by the corrupt. Vergo vs. Smoker promises to be a good fight for the coming episodes, with Law possibly intervening at some point of time.
