Detective Marvin Branagh - By the book police officer in Raccoon City that works to solve the Cannibal Cult murders with his newly formed team.

Detective Rita Burnett - Down home gal and police officer in Raccoon City. She works closely with the team trying to solve the Cannibal Cult murders. Secretly, she has a thing for Kevin Ryman, but she keeps that info to herself for quite awhile.

Detective Kevin Ryman - Police officer on the Cannibal Cult murders case. A major ladies man that has a thing for the local bar's head waitress. He has no clue that Rita is into him. Joseph Frost is his best friend, and he's clueless as well to the secrets that Joseph has been keeping from the entire police department.

Coroner George Hamilton - Though he has a wide range of understanding in the medical field and has been offered numerous positions at Raccoon General Hospital, George finds his passion in solving murder cases. Having joined the team investigating the Cannibal Cult murders, George hopes to lend a hand in saving all of Raccoon City. Is romantically interested in Rebecca Chambers.

Alyssa Ashcroft - Raccoon 7 investigative news reporter. She tends to let danger come right at her and embraces it. Her partner, Ben Bertolucci, tries to act all tough in order to keep up with Alyssa. Secretly, though not as secret as she'd like, Alyssa has a crush on Detective Branagh. It's likely that he might feel the same way, but their egos tend to clash causing issues.

Ben Bertolucci - Raccoon 7 investigative news reporter. Partnered with Alyssa Ashcroft, these two continually are a problem for the police department. Both have been put in the PD jail on several occasions. Ben tries to stay out of trouble, knowing that he won't get off easy much longer, but Alyssa keeps putting them both in harms way.

Billy Coen - A former Lieutenant in the Marines, William Zachary Coen was dishonorably discharged for supposedly killing twenty-three innocents in Rwanda. However, he has been framed. Having found out important information on his case leading to Drugs, Inc connections, Billy is led back to his hometown of Raccoon City where he works with his boyfriend Joseph Frost to clear his name.

Mayor Michael Warren - Beloved mayor of Raccoon City. The citizens of Raccoon City believe that Warren can do no wrong having already served two terms and working on his third. However, there's a lot about Warren that most don't know. He knows the truth about the Cannibal Murders, much like certain others. His intentions are still shrouded in mystery. Whatever his plans are, he keeps to himself.

Dr. Annette Birkin - Umbrella Scientist and wife to renown Umbrella scientist Dr. William Birkin. Annette is assigned by The Umbrella Corporation to work closely with Detective Branagh's team as a liaison between Umbrella and the police department. How much of the truth Annette knows, she isn't saying. However, she wants the murders to stop as much as anyone else on the team regardless.

Chief Brian Irons - Chief of the Raccoon City Police Department. Irons loves Raccoon City. He'd do anything to protect, and that includes betraying his allies in order to accomplish it. Forming Detective Branagh's team to bring an end to the Cannibal Cult, Irons does a lot of behind the scenes actions, but he keeps a close eye on the team in order to make sure they don't end up harming themselves in the process of saving Raccoon City.

Captain Albert Wesker - Police captain of the newly formed S.T.A.R.S.. He literally wears his sunglasses at night, and his cool nature makes him the best of the best. He hides much from his team, but what he won't hide is his hatred of the drug lords of Raccoon City: Julius Carmichael and Amelia Hartley.

Detective Anika Donivine - Much is a mystery about this ass kicking detective whom joins up with S.T.A.R.S. to help them handle the drug wars going down in Raccoon City and other criminals that might cross their paths. She has very little memory of her childhood, most likely due to a trauma. However, things are about to happen that will cause her to start remembering who she really is: the twin sister of Lisa Trevor.

Detective Harry Barnes - This detective turned member of S.T.A.R.S. is madly in love with Anika Donivine. He's the one that gets her involved with joining the team. Barnes and Donivine work best together. When apart, things get out of control, especially with Anika. Barnes is the only one that can keep her in check.

Chris Redfield - This reckless, brave, and buff member of S.T.A.R.S. is not someone to take lightly. He may be a bit spontaneous and a little dangerous, but he always gets the job done. He and Anika clash due to a previous friendship that ended terribly. Could cause trouble within S.T.A.R.S. if they're not kept separated. No one on the team knows why they can't stand to be around each other.

Jill Valentine - The daughter of a well known cat burglar, this S.T.A.R.S. member has a close friendship with Chris Redfield and Barry Burton. They have worked together as a team for a long time and after asked to work together with S.T.A.R.S., they all agreed instantly. Jill uses the skills she learned from her father to help the team when necessary whether legal or not.

Rebecca Ann Chambers - Young medic for the S.T.A.R.S. team, Rebecca is BFFs with Joseph Frost and is very much attracted to the beautiful, British speaking Coroner working with Detective Branagh's team. Rebecca does her best to be cool under pressure, but being the youngest member of the S.T.A.R.S. team, she's a bit overwhelmed most of the time.

Julius Carmichael - Vicious gangster controlling a military clad gang in the underworld of Raccoon City. Rumor has it, Julius has been getting a lot of extra backing from Drugs, Inc that isn't being given to his rivals the Hartley family. However, there's little proof to it. Some believe the conspiracy that Umbrella is helping him, but very few know the truth, and he's not telling.

Barry Burton - Gruff, brawny, and always has an appetite for food and destruction, this member of S.T.A.R.S. just wants Jill to make him a sandwich... and occasionally help him out in a tough spot.

Amelia Carson-Hartley - The other side of the criminal underworld of Raccoon City. The Hartley family follows different paths, but Amelia sticks to her guns, always looking for her next fight. It's that Carson blood in her, past down from one generation to the next. She finds out the shocking truth that she's the Aunt of a member of S.T.A.R.S. and tries to use that to her advantage.

Victor "Trent" Darius - As mysterious as he is creepy, Mr. Trent is a member of The Umbrella Corporation board of executives. However, there's much more about this man than meets the eye. There'd have to be since he's the only person that's ever successfully crept Albert Wesker out. He works closely with Umbrella Founder Dr. James Marcus. To what end, very few know.

Joseph Frost - Raccoon City police officer. His best friend is Kevin Ryman, his BFF is Rebecca Chambers, and he's dated, off and on, Billy Coen. Currently, he's harboring Billy Coen as he's the only person that believes his boyfriend is innocent of the crimes he's committed of. Working with Ashcroft and Bertolucci, the four of them will do what they can to clear Billy's name. (Season Regular on both Arklay & S.T.A.R.S.)

Cindy Lennox - Waitress at J's Bar & Grill, Cindy finds herself always waiting on Detective Branagh's team when they come in after a hard day. She's very much attracted to Kevin Ryman, so much so that she's the one to end up making the first move. (Season Regular on Arklay)

Spence McGee - Former head of security for Drugs, Inc. during their time running The Arklay Hospital in Raccoon Forest. He tragically looses his twin daughters, Priscilla and Becky, to the Cannibal Cult murder list on the day of their shared birthdays. (Guest star on Arklay and Season Regular on S.T.A.R.S.)

Alice McGee - Former head of security for Drugs, Inc. during their time running The Arklay Hospital in Raccoon Forest. She tragically looses her twin daughters, Priscilla and Becky, to the Cannibal Cult murder list on the day of their shared birthdays. She believes that Umbrella is involved, and she goes as far as to tell Dr. Birkin that she will bring their corporation down if she finds out it's true. (Guest star on Arklay and Season Regular on S.T.A.R.S.)

Brad Vickers - Pilot at The Raccoon City Police Department. He finds himself taking the S.T.A.R.S. and even Detective Branagh's team on missions. Ultimately, he'll end up joining S.T.A.R.S. (Guest star on Arklay and Season Regular on S.T.A.R.S.)

Dr. Albert Lester/The Axe-Man - A former Drugs, Inc. doctor at The Arklay Hospital in Raccoon Forest, he is changed by The T-Virus, with help from his transformed wife into The Axe-Man, a monstrous leader of the zombies and other Bio-Weapons that his wife has taken control of. (Season Regular for Arklay and guest star for S.T.A.R.S.)

Dorothy Lester/Plant Monster - Dorothy Lester tragically lost her life at The Arklay Hospital a long time ago. However, due to certain events and drugs being tested by Drugs, Inc, Dorothy found herself returning to life, being a living plant being. She acquires controlling abilities, which she uses to take control over the minds of zombies, Bio-Weapons from Umbrella, and her own husband. Having been de-aged by the T-Virus and turned into a plant controlling mother nature, Dorothy will stop at nothing to make Drugs, Inc and Umbrella pay the ultimate price. (Season Regular for Arklay)

Dario Rosso - A businessman in Raccoon City. He's married to Marissa Rosso and has a daughter named Lucia Rosso. They overheard the screams of two of the first deaths to the Cannibal Cult and are questioned by Detective Branagh. (Guest star on Arklay and guest star on S.T.A.R.S.)

Maria Hartley - The daughter of Amelia and Jacob Hartley. She doesn't have a passion for either of the business practices of her parents. She goes to Raccoon University and strives to someday bring a good light to the Hartley name. (Season Regular for S.T.A.R.S.)

Jacob Hartley - The young, attractive husband of Amelia Hartley. Jacob used to control the drug ring that Amelia now controls, but things change, and Jacob instead pursues business practices now, specifically his gay nightclub called Hart of the Night. (Season Regular for S.T.A.R.S.)
